The No Child Left Behind (NCLB) Act of 2001 amends the
Elementary and Secondary Education Act of 1965 (ESEA)
and replaces the Improving America's School Act of 1994.
The NCLB Act was ratified by Congress in December 2001
and was signed by President Bush on January 8, 2002.
There are four key elements to this legislation:
1. Stronger accountability for results
2. Expanded flexibility and local control
3. Expanded options for parents
4. Emphasis on research-based methods, especially in
reading
NCLB requires each local education agency (LEA) to
publicly report progress of the LEA and its campuses
toward meeting the highly qualified (HQ) teacher
requirements. The 2004-05 Highly Qualified Teacher
Reports for LEAs and individual campuses are available
on the TEA NCLB Web site at
