A district of innovation is a concept passed by the 84th Legislature in House Bill 1842. The law allows traditional independent school districts most of the flexibilities available to Texas' open-enrollment charter schools. To access these flexibilities, a school district must adopt an innovation plan as set forth in the Texas Education Code Chapter 12A.
Local Innovation Plans must be renewed every five years to maintain a District of Innovation Status. In Fall 2021, Allen ISD began the process to revise and renew the current District of Innovation Plan. Based on direction provided by the Board and input from various stakeholders, the Local Innovation Committee proposed this plan.
