ESSER III Funding 2023

  • Allen ISD applied to the Texas Education Agency and was awarded Elementary and Secondary School Emergency Relief III (ESSER III) funds under the American Rescue Plan (ARP) Act of 2021. The total amount of funds allocated is $8,617,949. The intent and purpose of the funding are to sustain the safe operation of schools and address student learning needs due to the impact of the COVID-19 pandemic.

    The ESSER III funds must be spent by September 2024.  Per requirements, the development of a plan for the use of these funds was made with educators and other required stakeholders.  Consultation with district and campus leadership occurred to begin brainstorming possible strategies that were allowable expenditures through ESSER III funds. A stakeholder survey sought feedback to guide and support these funds' instructional and expenditure plans. A draft of the Use of Funds Plan was presented to the Board of Trustees and Community for Public Comment on July 21, 2021.

    Allen ISD, in consultation with stakeholders, has identified three priority areas for the use of the ESSER III funds. These areas are:

    • Student Learning Needs
    • Increasing Campus Technology Connectivity
    • Health and Safety Enhancements

    Allen ISD's Safe Return to In-Person Instruction and Continuity of Services Plan will be reviewed and revised as needed, at least every six months, until Sept. 30, 2023. This process will include stakeholder input provided by district leadership, stakeholder surveys, and our District Improvement Committee. Your input will be considered during reviews of the plan.

    Communication Plan:

    • The District made its plan public on the Allen ISD website.
    • The District has created its plan in an understandable and uniform format.
    • The District’s plan is, to the extent practicable, written in a language that parents can understand, or if not practicable, orally translated.
    • The District will, upon request by a parent who is an individual with a disability, provide the plan in an alternative format accessible to that parent.
    • The District will periodically review and revise its plan as needed, at least every six months.

Meaningful Consultation

  • Allen ISD will continue to seek stakeholder input through meaningful consultation in reviewing and revising, as needed, the ESSER III Safe Return to In-Person and Continuity of Services Plan at least every six months.  This process will include input from the District Improvement Planning Committee, District Leadership Team, Stakeholder Surveys, and a Student Focus Group. Input will be considered during the periodic reviews of the plan.

    Six Month Meaningful Consultation

    • Review #3:  Scheduled for November/December 2022
      • The District Improvement Planning Committee reviewed the Safe Return to In-Person Instruction and Continuity of Services Plan on November 29, 2022.  
      • A meeting occurred with an Allen High School Student Council Focus Group to seek input on the plan.  December 1, 2022  
      • November 30, 2022 - December 9, 2022 - A survey was posted on the Allen ISD website in both English and Spanish.
