July 25, 2019 Board Meeting Summary
Board Receives Update on SOAR2030 Strategic Planning
Katie Kordel, Allen ISD’s chief innovation and strategic initiatives officer, provided the Board of Trustees the latest update on the SOAR2030 initiative. This strategic plan will focus on three key areas (culture of excellence, future ready skills, and empowered learning) to help guide future learning and teaching. Kordel announced that SOAR2030 will be officially launched to faculty and staff at the Aug. 7 Convocation event. Additionally, plans call for a Stakeholder Visioning Committee to help build the framework of the strategic plan, and committee composition will likely include students, parents, community members, teachers, principals and assistant principals, central office leaders and more.
Board chooses TASB delegate
The Board of Trustees selected a delegate and alternate for the 2019 Delegate Assembly to the TASB Convention. Selection at an early date will allow the delegate to be placed on a mailing list to receive study material prior to the Assembly.
The Trustees selected David Noll as the delegate and Vatsa Ramanathan as the alternate for the 2019 Assembly.
Board of Trustees approve purchase of attendance credits
The District has projected that local tax revenue for the 2019 tax year will exceed the entitlement amount and thus must take measures to reduce the local revenue amount as determined by the commissioner of education in accordance with Chapter 49, Texas Education Code.
Consolidate with another district
Purchase attendance credits from the state
Contract to educate nonresident students from a partner district.
Consolidate tax bases with another district
Under legislation passed in 2019 in the 86th Legislative Session, districts are allowed to forgo the requirement to conduct an election to authorize one or more options. The provision allows a district to offset (net) its excess revenue against any Chapter 48 state funding. The District’s Chapter 49 excess revenue amount currently reflected on the 2018-19 Summary of Finance is $3,719,742. The amount for 2019-20 is estimated to be $1,000,000.
