New School Board Members Sworn In

One new member and three returning trustees were sworn in to the Allen ISD Board of Trustees. Sarah Mitchell was welcomed to the Board after being elected to replace the retiring Susan Olinger. John Montgomery, David Noll and Vatsa Ramanathan were also sworn as incumbents.

Board Elects 2018-19 Officers: Montgomery Named President

John Montgomery was named as Board President; Amy Gnadt was named as Board Vice President and Kelley Rowley was named as Board Secretary.  All three nominations and elections were unanimous votes.

School Board Recognition

Competitive Shooting Team Wins 6thConsecutive Championship

The Allen High School Competitive Shooting Team won the Texas State Shotgun Championship for the sixth year in a row. The competition was hosted at the Ellis County Sportsman’s Club from May 4-6 and featured hundreds of students in grades 6-12. The Allen team won the High Overall Team Championship (first place), followed by second place Southlake and third place Red Oak.

Girls Soccer Players Honored With All-State Recognition

The Lady Eagles Soccer Team had four players recognized with post season honors this month.  Jennifer Peters was named 1stTeam All Region Goalkeeper

Emily Russell was named 1stTeam All Region Forward

Ally Jackson won honorable mention for All State Midfield

Natalie Wodka won honorable mention for All State Defensive Midfield

Emily Russell. Ally Jackson and Natalie Wodka were also selected for the 2018 All Star Game.

Lady Eagles Track and Field Stars Represent Allen in State Meet

Esther Ekeanyanwu and Tosin Alao earned the right to compete in the State Track and Field Meet on May 12.  Alao jumped 42’3.25” to shatter her own Allen Eagle record from 2017.  Ekeanyanwu was the region runner-up in the 400-meter dash.  Last year she was the State runner-up.

Elementary Art Empty Bowls Program Benefits ACO

Allen ISD’s elementary art program is presenting a check to the Allen Community Outreach.  The funds were raised from an Empty Bowls even sponsored by the department with participation by students and parents. Presenting the check will be Preston Elementary School art instructor Justin Preston.

 

Board Receives Update on the 2018-2019 Budget

Greg Cartwright, Allen ISD Chief Financial Officer, presented an update to the Trustees on the budget process for the 2018-19 school year.Key facts regarding the General Fund included:

- Projection of 11% property value growth compared to 12.1% last year

- Total taxable value of $14 billion for school district

- Projected tax rate lowered to $1.55 from $1.57 in 2017-2018

- Budget based on 2% enrollment growth or approximately 415 students

- Projected revenue is $189.4 million representing a 2.5% increase

- Projected expenditures of  $196,158.5 (projected not actual)

Budget includes 3% Salary increase, Net teacher positions (7), Four contingency positions, Additional support positions, bond project manager and bus driver increase costs; plus non-payroll costs; staffing for STEAM Center opening in January 2019

 

Trustees Approve-Extend Superintendents Contract

The Board voted to approve the superintendent's contract and extended the contract to five years.

 

Trustees Approve Compensation Plan Including 3% Salary Increase for 2018-2019

Assistant Superintendent Shelia Smith presented and the Board approved a compensation plan for the 2018-19 school year. The plan provides a 3% increase to the midpoint for all eligible district employees prior to the budget adoption at the end of June. Included with this plan was an increase to the starting (zero-year experience) teacher salary to $52,000.

The Board approves the Salary and Benefits book and salary increases each year. Allen ISD seeks to stay competitive with appropriate labor markets for various categories of personnel and recognize the level of skill, effort, and responsibility required of different jobs.

 

Board Approves Purchase of 35 iMacs

The School Board approved the purchase of thirty-five 27-inch iMac computers to be placed in the computer labs in rooms K128 and K130 at Allen High School. The new computers will allow students to utilize the entire Adobe Creative Cloud Suite and engage in all that the A/V pathway has to offer. The purchase price, with Apple Care+, is $103,950, and will be funded from the 2017-18 Campus Technology Initiative budget within the General Fund.

 

Interlocal Agreement with City of Allen Approved

The School Board approved an interlocal agreement with the City of Allen regarding a sewer lift station located at Bolin Elementary. The agreement states that The City will not submit and invoice for any past services on the station and will continue to monitor and inspect the station at no charge. This agreement was a concession offered with the lease purchase agreement for the former Allen ISD Service Center.

 

RFP/Bid Approval for Electricity Procurement

The School Board granted the superintendent the authority to execute a contract with an electricity supplier.

The energy markets have continued to experience one of the largest declines in natural gas prices in the U.S.’s history. Electricity prices in the Texas markets, which are largely driven by natural gas prices, remain favorable, with natural gas prices and electricity prices having continued a historically unprecedented decline. As a result, the District is therefore in a strong position to take advantage of present market conditions by locking in low prices for a term starting in June 2022 while prices and market conditions are favorable, thereby allowing the District to reduce future electricity costs.

Based on present market conditions, the prices negotiated thus far would yield in excess of $226,400 in savings per year for each of the next two years following the present contract’s expiration, which would result in savings in excess of $679,000 over such period.

Gas and electricity prices fluctuate daily, often by as much as 5% in a single day. These market conditions make electricity procurement unique in terms of the volatility. Because of such volatility, REPs typically quote firm fixed price quotations on a daily basis subject to expiration upon closing of the natural gas markets each business day. This results in a very small window of opportunity to sign and close a new electricity contract.  The contact must meet certain benchmarks, including a price of 3.8¢ per kWh, which is 0.00629¢ (or 14.2%) below the current contracted energy price, inclusive of all charges except transmission and distribution charges and any applicable fees or taxes.

 

Board Awards Contract to Purchase Cab Tractors for Band Trailers

On Monday, November 13, 2017, the Board of Trustees approved the purchase of two 53-foot trailers for the Allen High School Band. The cost for the trailers plus conversion to the band trailers is $259,738. The AHS Band Booster Club raised $50,000 to help offset the cost and the Board accepted the donation at the meeting.

To pull the 53-foot trailers, two 2013 Volvo Tandem Axle Day Cab Tractors will be purchased from BWI Companies, Inc. for $75,000. The purchase will be made utilizing an RFP Bid received on 05/02/2018.

Funds for this purchase are available from savings due to actuals being lower than budget within the 2017-18 General Fund budget.

 

Board Approves Purchase of Data Center Equipment

The Allen ISD primary datacenter is currently operating on a failing power distribution system which increases the risk of operational downtime and lost instruction time due to critical system outages. Typical datacenter facilities rely on appropriately sized power generators and uninterrupted power supplies (UPS) to maintain network operations in the event of electrical power failures. The District’s current power management system consists of an undersized generator which only protects the HVAC systems and a UPS with approximately 45 minutes of runtime which protects production server systems in the event of power loss. Over the last year the UPS system has become increasingly unreliable, leading to extended outages for enterprise applications and critical data resources.

The Board approved the purchase of a new UPS and power generator capable of managing the datacenter’s power requirements and protecting critical electronic resources when utilities are interrupted. This generator and UPS will be used at the District’s Administration annex facility until the renovation of that building. When renovation occurs, the power system will be relocated to the stadium network site and used to provide backup power for disaster recovery and business continuity.

The cost of the generator is $133,838, and the UPS and installation is $124,735.50. With an added $10,000 for contingency, the total cost is $268,573.50. unds are available from project savings within the 2009 bond program. Since the two major projects (service center and stadium) specifically noted in the bond election narrative have been completed, any remaining funds may be used to equip District facilities.

 

Board Approves Bid for Fire Extinguishers and Sprinklers

Fire Extinguisher, Kitchen Hood, and Fire Alarm Suppression System inspection, maintenance, and repair services for the District are performed annually at each campus. These services exceed the bid threshold of $50,000 annually. Bid specifications were developed, advertised, and the resulting bids received were evaluated utilizing best value criteria as established within the specifications.

The Evaluation Committee consisting of the Director of Maintenance, Director of Student Nutrition, and Compliance Supervisor have reviewed each submission for completeness and compliance. The committee recommended, and the School Board approved, line item awarding of the annual contract to the following vendors:

  • Collin County Fire Equipment (Texoma Fire Equipment) - Fire Extinguishers
  • Safety Control, LLC - Kitchen Hood Suppression Systems
  • American Fire Protection Group - Fire Sprinkler Suppression Systems
